To us homeowners it's Miss Utility. Someone comes out and locates all underground wiring. I don't care who contacts who or who contracts who, just as long as it gets marked. It's a very well run service with the lines marked in a very quick manner. you miss the point, each utility is still responsible for making sure their facilities are marked out.
Most jurisdictions have some sort of call-before-you-dig (811) system.

For the purpose of underground marking, cable is considered utility. If you have any doubts about this, dig up a fiber optic line belonging to the cable company and compare the bill for fixing it to the bill for fixing a telco fiber line.
Around here, the gas company buries the cable service during large development builds.
