I do believe there is a problem with the line as the attenuation is a little weird. Your line at its current state probably has a max speed of about 2300-2700. Now weather or not your line can support that speed without having errors is dependent on your line quality.

So how can I deal with that line issue and to whom would I address the problem.

You should first plug in your modem straight into the nid box to rule out inside wiring. If the stats dont improve the only thing you can do is try to get verizon to send someone out to evaluate your line.

Here is the problem with the line. According to those stats the line is longer then 15000 feet from the CO. Here are the criteria Verizon uses to provision lines:
•11,000 ft. for 3Mbps/768kbps
•15,000 ft. for 1.5Mbps/384kbps
•18,000 ft. for 768kbps/128kbps
The line is already provisioned for 1.5 / 384 which would be 1792/448 before overhead. Unless that line can be shortened and greatly improved verizon is not going move up the provisioning even though the line _COULD_ go a bit faster Verizon will stick with their data base in the name of keeping the line stable as pushing it higher _could_ lead to loss of sync issues.

I could always move the house closer to the CO

Yes, this is true at the current config the modem is reporting a downstream attenuation 61.5 which is around 15k feet as you posted. The problem with that is his upstream attenuation is 18.5 which indicates his downstream should be about 30.5 which is about 7,300 ft, well within the limits of 3 meg dsl.

Do the NID Test. Also, try another modem besides a 2200 out at the NID as well to see if you get any different results. Any old 6100 or 7500 from Verizon will work, or another modem as long as it's reasonably new so we keep age out of the equation.

Thanks will try when I get a chance.. In reality I am closer to 18k feet away than 7500.. Live in a rural area and can drive to switch and figure out.

The upload read out could just be modem glitch. FWIW i also use the Westel 2200 and it glitches on the speed cap readout. It reads out 1248 down / 448 up but if i run a speed test i get 1.6 (1600 down) and i can reproduce it so i just ignore the glitch since it's in my favor . Also verizon knows the actual loop length and provisioned accordingly.
