latency issues

So i exited and did a tracert/speed test and noticed my dl/up speed is down and my routing is all jacked up along with my first hop being in the 100ms-300. I power cycled my modem and re-ran everything and its still the same. Since my first hop is bad does that mean its on my end? As with the routing im jumping around socal and norcal to reach sites based in the east coast. Anyone else having problems? David -- .:born again hooligan:.
