The IP address is not even tied to what upstream and downstream carrier you have
in short, having an IP from one subnet or another has zero effect on your performance |

IPs can affect routing, especially return routing, based on IP block announcements and updates.
The difference can also affect performance of content, like Youtube, that use CDN services that rely on IP location to pick the content server.
A customer IP that was close to Chicago, but is now in Los Angeles may still have return packets going through Chicago because routing hasn't been updated yet or have content served from a Chicago data farm instead of Los Angeles.
These changes aren't instantaneous and occasionally take human intervention to correct. -- If it's important, back it up... twice. Even 99.999% availability isn't enough sometimes. |

any speed differences you are experiencing are either perceived or coincidental |

 | reply to dvd536 Mine changed at the beginning of the month. It was kind of expected since I replaced the router on Christmas but until Jan 4th I was on the same subnet that I used to be on... Since then all the location based ads on pages have been Tucson based instead of Phoenix. Coincidence? |
|
 | That's just outdated data in whatever geoip database the ad serving company is using.. |

Coincidence? goto »www.arin.net and do a whois lookup on your IP address. This will show you who the IP block is SWIPd to including the address
Cox allocates out of its master blocks to their markets as distinct entities so you should see the address of the system you are in. |

| reply to dvd536 Setting static IP you want to assign to, it WON'T work because you're on DHCP assigned only on the residential service.
By getting static IP, you'd be looking at the business edtion service what suits you.
Any IP you've been assigned to with it, that IP has no effects on your speeds, any IP is null addresses.
I'm lucky a by getting speeds at 28~85/5~8 with powerboost dependable. |
