Tech geeks on BBR want that. Most other people want lower cost "good enough" services. An easy to get cheap broadband tier with "good enough" speeds should attract a lot of customers, particularly those who are still hanging on to DSL.

Maybe even have their own streaming services. This way they can sell a more personalized tv experience to their customers and get higher profits.

They'd need the studios to license content. Won't be cheap.
