[Connectivity] Can water in a cable tap cause problems?

We had a major storm blow through here 2 days ago (or maybe 3) and since that storm, my cable modem has not been staying connected. It will range then connect, then range again with the us/ds lights flashing. I called Suddenlink to have them send out a tech and he said he found lots of water in the tap (I don't know what that is). Could that cause the issues I am having?

I asked him when someone would be out to replace it and he said tonight. Hoping it gets resolved because this is annoying.

Yes, but there were no lightning strikes and everything is behind surge protectors and UPSs

Well it was not the tap. They changed that out and the issue is still happening. Called back into tech support and was told techs are working to recover from storms and to wait 24 hours and see if issues clear up before calling back.
