The OP should do this -- in addition to, not in lieu.

We need to bring lots of attention to this, this is why usage based billing is BAD, especially when there are no caps on overage!

I just got a reply back from Mark H. Goldberg. He agrees with your post 100% - a complaint to CCTS from OhNo on this is "completely within their purview", quote unquote.

He's asked I keep him posted on how all this progresses, which I will do.
