If they were hurting for money, you'd think they would reinvest in their own network rather than going out and buying up whole states ISP networks. (I probably didn't word this correctly) That would surely be the cheaper, or heck, sell off unprofitable areas or something. 
there were TWC systems that were offloaded on to a company called Windjammer cable who has slowly been selling them to other cable cos one system from TWC Chilicothe MO got sold to New Wave communications.
