Impossible!

To be clear the user was consuming a lot of bandwidth, one month clocking in over 689 GB of overages

Clearly there has some kind of mistake here. We all know that the average user uses less than 250GB a month!

A single user maybe. But an entire family that streams media? Unrealistic.

even one user with caps that low will eat it up in under a week
a family thats tech smart is going to eat that in a weekend

its not unrealistic to get 200+ channels of TV broadcast to your house, but having a consistant flow of data is unrealistic?

the tv channels are broadcast all at the same to all users but data only goes to 1 user at a time.

not true.....its all on the same media (coax)...your modem just pays attention to whats in your timeslot, and only whats addressed to you.....but its all sent down the same pipe....
