The server is located in Charlotte, NC at the following IP: 174.34.231.143
Some folks have had issues in the past connecting due to bad routers from different providers. Luckily I live next door in SC so I've almost never have had a problem. Might wan to try a traceroute and check that their isn't a bad router between you and their servers.

As someone else has mentioned also ensure to turn off torrents in the login screen too.
