DirecTV wants the receivers connected to a phone line. They work without being connected, and there is not an extra fee for such. The phone line connection is primarily used to order pay-per-view with the remote on the receiver (PPV can also be ordered using a TF number or on the DTV web-site). You only have a problem if the receiver calls in from a number that is not associated with your account. DTV then assumes that you are trying to have multiple receivers on one account that are not in the same location.

I recently setup an Anveo account, and have an Obi100 attached to it. Anveo will let you verify ownership of multiple telephone numbers, and set your outgoing caller-id to be any of those numbers. From my simple tests, it would appear that I could take my DTV receiver and Obi100 anywhere there is an internet connection, and have it appear that I am calling from home.
