How do I open port 23 in Time Capsule?

I am trying to get into a Compuserve Forum Chatroom using Java. Apparently it is common for those using Time Capsule or an Airport base station to have a problem connecting with the chat server because port 23 needs to be opened. (?)

I have no idea how to do this so I need step by step instructions if someone would so kind as to help me.

Wait -- CompuServe still exists?!

Port 23 is the standard telnet port. You shouldn't have to open it in your router to make an outgoing connection to it. But I'd want to know more about this chatroom to give you a definitive answer.
