So here's the problem, I still have the smell of electrical burning sporadically, but every circuit in the area is dead (breaker is off, voltage at the receptacles is 0). The only live thing is a 3 way switch that feeds a light elsewhere in the basement, and the problem with that is that it's on an Arc-Fault breaker (!) that tests good. It does give off what I think is a strange voltage reading though: |

Seriously, its probably the ballast in one of your flourescent light fixtures. I could use the company (rather I could use the excuse to stop working 60 hour weeks). I don't think it's the ballast personally, since the fixture is old enough to use starters.

Did you sniff all places where there's an electrical device? (Receptacles, fixtures, switches).
