Need to know where to go to get Windstream's router configur

I'm trying to help a family member. I do this myself on my router, but I don't think Windstream allows it for their network.

I need a specific static address on the LAN side of the router (for a printer) set aside that is outside the DHCP range. As the consumer do I have access? If not whom do I call? My family member called in for support but was told there would be a charge and I'm thinking that the support person thought a static IP address on the WAN side was what they really were thinking of.

So windstream doesn't lock the router down? What are the default admin name and password? Is the consumer allowed to change anything in the router?

The default ip is 192.168.254.254
The default username and password are both admin
