CRTC Releases ITMP complaint report

Pretty interesting... Not many complaints went far... I assume because most users couldn't provide the details I did in my March submission....

My guess is that Rogers will promise to remove the blind throttling of port 6969 within 6 months, but still look at contents of packest at port 6969 to sniff out any evil packets.

It won't mention blind throttling of other ports.

Well, that's a pretty pointless statistic page that some CRTC staffer had to assemble and then publish!

1) Given the publicity that resa et al's complaint raised, it's likely people assumed that resa et al's complaint would do the job for them.

2) They probably figured that complaints about ITMPs were essentially going to be ignored.

3) People aren't complaining to the CRTC about non-ITMP issues because the CRTC has made it very plain that they don't deal with residential internet problems and that if any problems do reach them, they'd be ignored, so the result is "Why bother?"

Reminds me of the standard problem ...

Bus ridership declining (mostly because of increasing fares)...
Put up fares to make up for the lost revenue due to declining ridership
Lose more riders because of increasing fares
Put up fares to make up for the lost revenue due to declining ridership
Rinse and repeat ...

Looks like the CRTC will take the approach ... "See! Few complaints so what we're doing must be OK! Let's ignore more complaints"

You might have glanced over the numbers a little too quick: the first one covers Oct-2009 through Sep-2011 (two whole years) while the second covers Oct-2011 through Dec-2011. (3 months) While the second graph has 1/3 as many ITMP complaints, it covers 1/8th the time span, which means the frequency of complaints has roughly tripled for ITMP and quintupled for others... complaints are increasing substantially, not dropping.

Our complaint and the action it's received as probably spurred users to make their own complaints for all the new games being released, that Rogers automatically classifies as 'unknown' and throttles..

Throw in the overloaded network fiasco at Rogers caused by them increasing speeds without doing necessary hardware upgrades first, and you'll have a bunch of 'ITMP' complaints which got shunted to CCTS as not being ITMP.

Invalid ... true, but the second number, by sampling size is bound to be inaccurate. If it continues at that rate, then it becomes more significant.

But what concerns me is there's no indication of cases of ISP malfeasance either for ones handled by the CRTC or the ones forwarded to CCTS.

Moreover, note that only 1 has gone to enforcement ... which suggests that resolved only means the CRTC has probably said "not a regulated problem".

Considering the level of complaints that people on forums (here and others) have with Rogers and other telcos, the CRTC doesn't see them ...

My original (pre-CGO) WoW complaint was closed as solved after the whitelist by IP address fixed WoW's issues..

It was the later complaint (CGO-initiated in October) on other gaming being affected which tossed Rogers to Enforcements.

Its possible the CRTC had enough of the other gaming complaints, and finally just pushed it to Enforcements as the fix.

I just got the diablo 3 beta and I have a feeling Rogers is going to be going thru the exact same issues when this game goes for sale, As is bell is throttling the crap out of it. until march at least.
