But I'm just saying that these services are used for legal purposes, less than a quarter of a percent which is practically a drop in the bucket of all the illegal files that these services allow people to upload and download.

I would be very surprised if they managed a takedown of Rapidshare; they seem to have their legal ducks in order. And The Pirate Bay will just pop up again; can't keep a good pirate down.
