Desktop that turns on WITHOUT help

Bestec ATX-1951D
Intel, E210882 DB
ATI X1550 256 MB
2GB DDR 400
Intel P4 (Not sure of speed)

NO HD Installed yet
Installed in a HP case (a750y)

The problem is when I plug IN the power chord, The system starts right up. (I don't have to press the power button) I CAN however, push the power button to force the system off.
I also do not get a system beep or video,
I can try another video card however, What makes a system just turn on by itself?

So I tried another video card (ATI 9800SE) and still no go.
Maybe I need a more powerful supply?

Most likely a power supply issue. Could possibly be the motherboard.

Some boards have a BIOS setting that turns the computer on after a power loss. This setting usually has 3 options:

1) Stay Off
2) Power on
3) Same condition as before power loss

Your board, if it has this option, may be set to #2.

It turns out bad memory caused the problem as well as that bios setting
