 | OK, Optimum is doing something Fios has been doing. In the last FCC the FCC stated that Fios got around 130% of their advertised speed , so Optimum is trying to do the samething they advertise I think 100/10 or 108/10 for Ultra, so they're making the actual speed higher. I'm on a 15/2 plan and when I connect the computer directly to the modem I get a speedtest of 20/2 (17-18/2 on router that is not dual band wireless N). It's just a gimmick, so just like everyone knows that Verizon's 15/5 plan is actually 20/5, Optimums 15/2 plan is actually 20/2 and samething applies to boost+ and ultra. |

Why can't they just advertise what they actually give, like if Verizon actually gives 20/5 then advertise 20/5 not 15/5, Optimum follows in their foot steps, it's to make the people at FCC say their company gives 130% of their advertised speeds 100% of the time. |

LOL. Nothing wrong with the ATM thing lol, but yeah I guess I sholdnt care because in the end I get more speed, I mean before I was averaging 2-3 mbps during peak hours now its 17-20mbps so thank you FCC. |

You are confusing provisioned speed (how fast the maximum connection is) with delivered speed (the amount of data you receive). There is overhead that uses some of the provisioned speed. When you remove it you get the real speed. To deliver 15/5 you must send at a faster speed since some of what you get is used for overhead (TCP/IP headers/etc.). Think of a cab or bus. It carries X people but only X-1 Passengers (the Driver is overhead in terms of transporting passengers) |

When I had Comcast long ago, I though PowerBoost was a great benefit. If you're downloading a 20MB file, that's 5 seconds instead of 20 seconds. |

| reply to great1122 Verizon ADSL if IIRC is also slightly overprovisioned to make up for TCP/IP and PPPoE overhead.
I remember 1500/384 accounts would sync at 1792 downstream and similarly overprovisioned on upstream).
My uncle currently has Verizon ADSL. His tier is 764/xxx however his modem syncs at 864/xxx. (Don't quote me on the numbers, it's the concept and practice of overprovisioning that matters.)
A lot of ISPS slightly overprovision accounts to make up for TCP/IP overhead. In Verizon's case, PPPoE adds a bit of overhead as well, the maximum packet being 1492 bytes instead of 1500 bytes.
Lastly, I remember in the "before time", when dinosaurs roamed the earth, Verizon did not overprovision, and 764kbps downstream accts would yield 505-515kbps. 
Most providers would rather slightly an overprovision a line than deal with an irate user who's not getting his "764kbps" line maxing out at ~510kbps.
Cablevision isn't doing anything that Verizon itself hasn't done for years.

You have to remember that your bandwidth is shared not dedicated. IOW: The total bandwidth on your node is shared between all the users currently making use of the node. Thus the amount that can be used is dependent on two factors - How much you are entitled to and How much is being used by the others on your node. By saying that you will get X (Speed Tier) while you are entitled to X+ (Provisioned Bandwidth) you handle the situation where there is only X available while allowing you X+ when it is available. In your case, advertising 15/5 handles the cases where due to congestion on the node 20/5 is not possible while allowing 20/5 in the absence of congestion.
To give an example of how this works, lets pretend that we have 150 $1 bills and 10 people sitting around a table who we are distributing them to. Each person can ask for any amount from $0 to $20. We go around the table giving each person one bill (just like dealing cards) so long as they have not yet been received their requested amount of money. After 10 times around the table everyone has had the change of getting $15 (if they asked for at least that much). Since some may have asked for less, there can still be more money left so we continue to distribute money up to 5 more times. After that, anyone who asked for $16-$20 will have received their requested amount unless we ran out of money earlier but everyone who asked for $15 will have gotten it. There may still be money left over BUT everyone will have received what they asked for. |
