OOB1 Tuner status with lower SNR

I have a Pace RNG110 box, and viewed the signal levels by hitting "ok/select" after turning it off. All the signal levels seem fine except for the "OOB1 tuner", which has an SNR of 27, but it shows as a "good" signal. What tuner is this? It seems to be separate from the other tuners (all the other four tuners have an SNR of 40). My upstream shows 44dbmv, which looks good.

Is this the upstream SNR? The reason I am asking is because my internet has been having high jitter/packet loss, but my signal levels look good (except for the "27" SNR on the cable box). Thanks.

The OOB (Out of Band) signal is QPSK and 27SNR is good. The OBB tuner is for data from the headend to box. It's not related to upstream SNR.
