It's called a Control Display Unit. There no way to tell from the photo what it's used for. These are generic devices that can be programmed to interface with almost anything.

My guess is that it's a typical old fashioned secure TTY of sorts. The keys on the bottom have the alphabet characters on them.

Perhaps a way for the president to issue codes to various connections (8 definable keys on the sides of the green screen monitor)

Some more details... It probably functions as a dumb terminal. It likely communicates over an RS-422 interface in ASCII. It displays text that is sent to it. If the user presses a key, it sends out an ASCII code. Except for a self-test function and brightness knobs, that's about it. All the smarts are in whatever is talking to it.

I find it unlikely that a device which interfaces to launch nuclear doom would be simply laying around like this one is. Far more likely to be something far more mundane.

I would agree as well, but again this is the government and just guessing that there is some crazy protocol in the books somewhere. There could be locations only known to the POTUS (higher and higher ups) that the pilots may not be privi to such as a shelter. Just a guess...

Of course the pilots know where they are going.

Yes they would only after given instruction. Until then there may be places that even the pilots would not know existed to prevent any leaks. Hard to explain in writing.
