Does TWC notify their subscribers of planned outages?

For their services like Internet, TV, etc.?

I just noticed a planned five hours outage for tonight in my city on »help.rr.com/HMSLogic/network_status.aspx ...

I have been involved in 100's of discussions about this over the last 10 years, its a tough one. Maintenance is always done in the silent hours.
In the silent hours 1% may call in for information and hear a message about the maintenance. In most cases less than that call in.
If you send all customers affected an email telling them that their service will be down, a larger percentage call in asking about information even though they are in most cases tucked up in bed.
The discussions about issues that would not affect them as they are in bed chew up resources and end up being more customer affecting than the maintenance itself.

Think of a better way?

They normally don't notify as it causes more problems than it solves.

Do you know if you're on "HACIENDA HEIGHT HA116 INDYCA1-ARS2 US 1/10" ?

I'd guess that was node HA116 connected to a particular upstream port on an Arris CMTS in the City of Industry.
