At your local office, probably not. At least I've never had any charges when dealing with the local office.

Change a service as in how? You mean like change speed plan for internet or say from basic cable to expanded basic?

I didn't get charged anything when I changed my speed plan a few months ago.

Otherwise,
Charter, and most other ISP's, will do what ever they can to nickel and dime you. It's the name of the game.

when I bundled TV with Internet, I called Charter, they game me credit.
