ping is high when im not downloading and low when i am

Ok im not sure what happend and im not sure what i should do so imma post as much as i know. i used to play online with 50-70 ping. and everytime before i played, i checked my ping to c if i wasnt lagging by using the cmd ping www.google.com -t, my ping was always 60 which is about the same ping i get in game. few days ago, and im almost sure i didnt change any settings what so ever, i checked my ping using the cmd as usual, and all i got was request timed out. and the weird part is, evertyime i opened up a webpage or a youtube vid or a download, an unstable low ping starts to show up in the cmd list, and the more i use up from my internet the lower the ping gets, so when i have a download on my ping is 100-500 and when i dont i just get requests timed out and sometimes 4000+ ping, i tryed playing online, on the first game, in the loading screen, my ping was 999, and thats only becuz thats the max ping u can get in the loading screen, and 20 sec after the game started, my ping was 160-180 stable, it used to be 70 tho, and in the second game, when i refreshed the server list, it took some time to show servers, but server pings were normal (50-70ish) although it was taking longer the show the list, and in game, in a server where i had 60 ping on the server list, i had 250 ping stable. i tryed starting a download while in game, and my ping dropped down to 180 but it wasnt stable at all, im not sure what went wrong and idk what i should do, but it seems as if im not getting any internet unless im using something that requires an internet connection. any help would be appriciated, my internet cable is connected to a tp link (54 whireless router TL-WR542G) and my ethernet cable is directly connected from the router to the pc, and it has been that way for more then a year, if u need any more info just ask, i just wanna know how to fix this.

anyone? k i have some additional info. i just had my pc formatted today cuz i called my internet provider and he said its probably a virus. and the problem persisted even after the format, so i dont think its a virus, and that also means that the problem wasnt due to any setting i might have changed. i also noticed that when i open the cmd and ping google, i keep getting requests timed out until i use anything that requires a connection, so its like:

Request timed out.
Request timed out.
Request timed out.
Request timed out. --- opened up a web page
time=232ms
time=110ms
time=215ms --- paged finished loading
Request timed out.
Request timed out. --- started a download
time=350ms
time=400ms
time=180ms
time=445ms --- stopped the download
time=2742ms
time=3500ms
Request timed out.
Request timed out.
Request timed out.

its like my PC isnt getting any connection until manually ordered to. any suggestions?

i also tried connecting the cable directly to the pc and that didnt change anything, so its not the router.
CMON PPL I need some help here. im gonna call my provider again on monday but my neighboor has the same connection i have and from the same provider, and i checked his ping, its still normal, like mine used to be:
time=69ms
time=69ms
time=70ms
time=69ms
time=70ms
so until monday, can anyone provide me with some usefull info? or help me fix the prob?

Sounds like QoS is hosed on your line. You'll want to have someone in Frontier's Network department take a look at your line and rebuild it.
