No 4G LTE (at least yet, by US Cellular) in Chicago, NE Illinois, or anywhere in Illinois. But, they are adding it in parts of Iowa and Wisconsin.

Probably want to roll it out in smaller areas first, either because of cost, or to get bugs ironed out in smaller population areas (so that any bad PR doesn't get noticed).
