Going aerial is usually well under half the cost of burying cable, especially in a city. Over the life of the fiber, chances are it would be cheaper to bury it once you factor in trees falling, poles having to be replaced, ice storms, etc. But they are trying to get the network up and running in the cheapest way possible, which means keeping it above ground.
