[Speed Problem] Intermittent DSL Speed Issues

Hi,

Recently I had a problem with my phone line where I could not get a dial tone but I could receive calls. Additionally, I had a lot of static on the line. This also had an adverse effect on my DSL service which became slow and somewhat intermittent.

A tech came out and fixed the phone and now I have a dial tone and a real clear line. Unfortunately, my download and streaming speed is not so good. I have an Ethernet cable connected to my TiVo, so when I tried to stream something from Netflix it started out in hi definition and about halfway through it paused, said “Retrieving”, and dropped the quality to around 40% strength. A few moments later it says “Retrieving” and it gained about 20%. It should stream HD with no issue. Additionally, I tried to stream something online and it was the worst possible quality. My computer is also wired.

All devices have been checked. Modem has been recycled a couple times and computer has been rebooted.
