If not please log into your modem and disable the firewall and disable IGMP Snooping if it isn't already. Your provisioning is correct, your cable pair is in satisfactory condition, and the equipment you are on does not appear to be over-utilized or over-subscribed. Just to be clear, we will provide UP TO 12mbps. I am not aware of a ISP that guarantees 100% of provisioned speeds 100% of the time. All that being said, whatever is blocking me from accessing/pinging your modem is most likely what is causing your slow speeds.

 WindstreamPremium,VIP join:2009-03-31 Twinsburg, OH kudos:28 | An unpingable IP could indicate a second firewall might be in place and could be interfering. Which could cause slow speeds on it's own. If the IP isn't pingable I can not get into the modem to verify the settings, its possible that some thing may be activated that is causing slow speeds (QoS maybe). In fact without a pingable IP I can not determine with 100% certainty what kind of modem he has plugged in or what version firmware it is running.

 1 edit | reply to Windstream Well I hope the up to 12 meg policy doesn't make 1.04 meg acceptable.
And I can assure you that the device that is not responding to pings is not slowing anything down. Time Warner "up to 15 meg" cable internet will do almost 30 megs down on it. I always "except for testing puposes" ignore pings for security reasons. And I apoligize as I forgot to change my setting to respond to pings.
At this moment, my DSL is not bad. I'll let you know if there are further problems. |

Just for kicks, what kind of speed should I get on your 12 meg DSL at a distance of 400' as the wire runs from the fibre fed DSLAM? |
