They offer lots of services, but the one in question involves a system similar to what Hughes uses - a web accelerator that packages/compresses/sends/decompresses via a VPN connection to their computers. They tout it as the best because all of their centers have very fast fiber connections.
Of course they don't take into account that the server you are pulling data from may be on a lowly T-1...
