yes they are. ALL residential internet speeds are UP TO.

Try telling Windstream and a court that they are required to give you beyond their up to that is stated in the TOS.

It's running at 3mb right now.
Hopefully it's still good in a couple of hours.

It's been running near 0.45 since sometime last year.
