Nothing "great" about it, the CISC's two proposed implementations require custom CPE to implement one variant or another of IP-over-IP which ISPs have been able to do all along, so ISPs win absolutely nothing there.
Basically, the CRTC's decision confirms that there is no economically practical way to force cablecos to provide static IPs so any ISP wanting to do static over cable will have to implement their own work-around... ISPs never needed the CRTC's authorization to do that, the decision simply tells them this is they only way they are going to get it.
