Yea I don't think another modem will help
The noise margin is dropping to 9db I think that is causing your problem
Connecting the modem at the nid test jack will show if there is a problem with the inside telephone wiring

it's the only jack inside my apartment that has any functionality, the others have been "un attached" by the techs who was here previously.
