Power off your modem, wait 15 minutes, then power it back on. That should connect you through a different AGAS link.*
If speeds are still horrendous... then it could be line issues, or a Bell issue, or a Teksavvy issue, or a modem issue.
(*I think I repeated that correctly. Well, if not, someone will correct me soon. AGAS links are the 1gbit links from Teksavvy to Bell, I believe.)
