I have Comodo Firewall but I disabled it. I don't think that's it though since when I connect to the WiFi with my android phone I can't bring up the site either. That would still be going through your Linksys E1000 router. Try connecting your PC directly to your cable modem (you will need to power cycle the modem, and if it has a battery for VoIP usage, you may need to follow a special reset procedure) and see if that works.
If you haven't already done a power cycle on the router, try that first to see if that helps. A factory default reset on the router might also be something to try.
