[Excel] a vlookup sort of question

So I'm trying to create a better mouse trap

One one sheet, I have the following layout of information.

Table # | Tier Level | %

On the second sheet I have two tables which would be determined based on the table #.

% From | %to | Tier 1 | Tier 2 | Tier 3 | Tier 4
90% | 100%
80% | 90%

So basically the formula would determine which table to look at, and then depending on the precentage level and tier, return the value from the x and y coordinates.

I'm thinking this will be a mix of vlookup and hlookups but I am wondering if there is a more efficient formula command to use?

You really need to provide more information.

Looks likely that you need to use a pivot table to populate the tables in the second sheet.
