[FiOS] 25MB only getting 10MB

I've been seeing this issue off and on. Earlier this afternoon I was downloading @ 25MB and now it's only running @ 10MB. Rebooted my router but it still is slow. I'm in WA between Everett and Bothell.

Right after I posted this it went back to 25MB. It had been @ 10MB for a few hours.

I'm experiencing the same issue, though my upstream seems unaffected.
