[Snow] All Windows Expose isn't showing all windows...?

When I use the All Windows shortcut (set to lower left corner mouse pointer) it's showing me this. The window I'm trying to get to is shown as full screen behind everything on the main monitor (top). Am I doing something wrong? Is there an easy way to select that? When I try to, it just closes expose like I didn't do anything.
