However, I have learned that "date submitted" is not when the 30 day timer for comments starts. CRTC starts it when it opens the file it seems.

1 edit | Distributel not only had those ads on the montreal métro, but the also had "human powered" promotions at the entrance to metro stations with front page on "Métro" free newspapers.
They made a neat little video of it:
