They negotiated with NCTC for it be in the basic cable tier at a premium tier price and a lot of the larger NCTC members went "wtf?" Not entirely sure who slept with who to get that deal done. I'm not part of the programming team, but it doesn't take inside knowledge to know it's not likely to return unless they change their stance a ways (like they did for VZ).
