NEVER MIND...

I manually updated to Silverlight 5 and changed the optimum app icon to open the 64-bit version of silverlight instead.

(I changed the target from "Program Files (x86)" to "Program Files")

CPU is now 10-20% when running video!

Downloading from that page installed the 32 bit version by default for me, I had to go to »www.silverlight.net/downloads and explicitly download/install the 64-bit version.

That's the kind of information I was looking for so I'm passing it along in case anyone else faces a similar issue.
