Malware is for sale at very big prices, but this businesses products mostly go to governments intent on spying on each other. 3rd party brokers handle the details.

Not surprising. That said security holes are fixed all the time so the "lifetime" of such malware is probably limited. Unless, of course, you're targeting those that never apply updates.

Really bad people (e.g. al-Qaeda) often don't use electronic forms of communication anyway so "other methods" are needed for them.
