Yep MythTV can skip comercials and other things, its ment to be a full on Open Source DVR solution. :)

You can, you need a windows build of MythTV installed on your laptop/computer, and on XBMC have the MythBox plugin. Then of course you need a USB ATSC tuner. (Linux Users can also do this). I'm actually in the proccess of getting my own Mythbox working.
