Just a word of thanks to everyone who have taken the time to respond. Maybe we can try and solve this for all of us.
I agree that I would have expected my TSI purchased modem to arrive with the firmware that their own website said was the approved one, but like others it did not.
This would not be a problem had Rogers pushed out the firmware update but as we all know they have not.
I had a good conversation with a tech from Comcast in the US who told me that Rogers and Comcast networks are very similar in design and hardware and that Comcast also had a problem with DCM475 modems with firmware 2.08 when they carried out some upgrades in 2010/2011.
