Get the city to install Fiber.

Be lazy have Comcast come in.

Neither of those options work in those cities.

1) These cities don't have the money to build a FTTH network.

2) Comcast is the cable provider in most of these cities.

Even when cities do try to build FTTH networks, the Cable / Telco's jump in with lawsuits to stop them. "We won't do it, so you can't either!"

That's the biggest issue here...

We're not going to upgrade... and we're not going to let anyone else compete here.

The city building fiber would be brilliant except they dont have the money and the ISP's would scream bloody murder (HOW DARE YOU MAKE US COMPETE WITH YOU) even if you would eventually give the lines to them down the line
