Look at the subscribers per square mile. In the city, sure you can make back your investment fairly quickly since you have so many people using it.
Out in the sticks, not so much. I work for a 100 year old local phone company. We offer DSL because the copper has been out there for 50 years. Other outfits wont come into our area because the number of subscribers per square mile can not justify the cost of the equipment to offer their service. While the locals would love competition, its just not feasible.
