Internet bandwidth crashes when uploading a file

I am new to this forum so will come back tomorrow and read other posts here, but I recently upgraded from a 3mbps to 7mps DSL package. Upon doing so, I have had nothing but trouble and tech staff have been working on it for 2+ weeks now without resolution.

If computer is idle or just general surfing, checking email, watch a video, all is good..I get 7 mbps and 1 mbps download. BUT, if I upload a file to a web site, like youtube, both the download and upload bandwidth crash to unusable rates.

0.19 download and a .04 upload with a 2821 ms ping...F- rating.

As said tech staff say they have done everything they can do, no resolution on this.

Any advise?

As chpalmer See Profile posted Asymmetric connections are pone to this kind of behavior.

If your router has QoS provisions see if it is possible to give ACKs priority. Acks are used as feedback when transferring files.
