I suspect I didn't win any free lunches from incumbents today.

BTW, today is the deadline for Videotron's R&V of 703.

And I still haven't been able to formally submit my document as access-key is down.

Found 3 typos in yours: "objevtives", "lets", "model" (instead of modem).

Interesting read and hard facts. Like it. Didn't finish reading CNOC's reply. "TB;DR" (too boring) applies, I suppose.

Quebecor had its tongue hanging down all the way to the floor with all the bootlicking they did, did not provide facts.

Cogeco plays a saint and tries to look all dignified and ends with a "We don't really give a damn about Shaw, but we respectfully ask the Commission to line our pockets with gold".

Nop. Bell was remarkably absent from this. I guess Cable and Telco have a gentlemen's agreement not to play in each other regulatory processes unless dragged in by the Commission.

And they all basically say: "10 years is ridiculously long since TPIA rates have never remained constant for more than 5 years."

So that's at least one thing both 3rd-parties and incumbents agree on... 3rd-parties want shorter review periods because they want costs to track changes in short-term incumbent costs and incumbents want shorter review periods because they know 3rd-parties will never allow rates to stick for the entire review period costs were set for... they don't want to subsidize the early (0-4.999) years knowing that it is extremely unlikely they will manage to hold the same rates during the recovery years (5-10) to make things balance out.
