There is nothing wrong with billing anyone in a natural weather disaster for lost equipment.. most home owners are insured and can turn the bill in to the insurance company - THAT'S WHY THEY HAVE IT!
You realize that those who are upside down in their cars, which are financed, and lost in storms don't necessarily get new cars paid for by insurance do you? You don't think that the banks just write off the balance of the auto loan that insurance won't cover do you? If a car that was totaled in the storm was worth $5,000 and has a loan balance of $7,000, the owner is required to pay the $2,000 balance AND they are with out a car unless they go put a new down and finance a new car. It's how life works.
