[Speed] Wildly variable speeds with Comcast Blast

During the day reliably get 25-30mbs download speed. Starting around 5pm speed starts to degrade so by 8pm I am down to 2 -6mbs. Sometimes falls below 1mbs. Said differently, downloading a 1.3gb file takes 7 minutes at 11am, over 2 hours at 8:30 pm. Yes, speeds are out of the modem, so not a home nw problem. Comcast has been out several time, replaced the modem, replaced the cable run from the street to the house. For what it is worth, their technical people have been responsive, but clearly have not solved the problem. Any ideas would be greatly appreciated. btw, in San Francisco.

Definitely. If that is the case, it's due to other people in your neighborhood using the internet at the same time you are. What modem are you using?

Are you using a Docsis 3 modem? Is Docsis 3 available in your area?

Yes, Comcast replaced an old modem with a Docsis 3. Did not solve the problem.

Docsis 3 modem should help, can you post a screenshot of your downstream channels?
