No it is not. Apple is. They had the same issue back in the 1980s and lost the war with Microsoft even though they had a superior product. IBM at the same time tried with their OS Wrap and PC-DOS and failed. Microsoft, like Google permit all vendors to tinkle with their OS (of course for a price). Apple's products in the 1980s? NO. Today? Severely limited.
