[BUG] Line Monitor Chart Not scaled properly SFO, CA, USA

The line monitor graphs are only going up to 1ms for the SFO, CA, USA charts. Obviously the connections are much slower than that so they show a maxed out graph with no real idea what it really is reporting.

Example:
»64.81.79.40/r3/cricket/grapher?t···and=3816

By comparison, the Parsippany, NJ, USA chart for the same connection has some grace at the top of the chart.

Your csv data looks OK, by the way- in the range of 120-160 for the west coast.

BTW... I know what is going on now... The SFO chart was basically showing 1ms.... which seems hardly possible, however I think my server is in the same data center. Over time it has jumped to 25ms occasionally, but stays in the 1-2ms time most of the time.
